Should Metro explore buying up existing apartments as a way to fix the region's low-income housing problem? How are we doing on meeting Governor Kotek's housing goals? The editorial board at Bend's The Bulletin would like to know.   Governor Kotek set a goal of building 36,000 homes a year for the next 10 years, but only about 20,000 homes have been built a year across Oregon. She has a proven track record of building departments from the ground up, harnessing her strategic vision and leadership skills to establish robust frameworks.
